Does the client have a disability that meets HUD’s definition of a disability?
NOTE: HUD considers disabilities to be physical, mental, chronic, substance abuse or learning disorders, including HIV/AIDS. The condition:
- Must be long continuing or of indefinite duration; AND
- Must substantially impede the individual’s ability to live independently; AND
- Could be improved by the provision of more suitable housing conditions
