Listening Sessions for Continuum of Care Plan for Serving Individuals and Families Experiencing Homelessness with Severe Service Needs

The U.S. Department of Housing and Urban Development (HUD) announced the release of the Continuum of Care (CoC) Supplemental to Address Unsheltered and Rural Homelessness (CoC Special NOFO) on June 22, 2022. As part of the CoC Special NOFO application process, CoCs are tasked with developing a CoC plan for serving individuals and families experiencing homelessness with severe service needs (CoC Plan).

Listening Sessions

The Orange County CoC invites your participation and feedback at an upcoming listening session. Listening sessions will provide an overview of the CoC Plan requirements as outlined in the CoC Special NOFO application and allow space for recommendations for specific components of the plan to be developed. If needed, additional listening sessions may be calendared.

Homeless Provider Forum Meeting

The Office of Care Coordination in partnership with the Orange County Continuum of Care (CoC) is facilitating the Homeless Provider Forum on a quarterly basis. The next in-person Homeless Provider Forum meeting is being held on Thursday, August 18, 2022.

Homeless Provider Forum Overview

The Homeless Provider Forum is co-chaired by two members of the CoC Board. The Homeless Provider Forum meetings serve as spaces to share updates on efforts of the Orange County CoC, CoC Board and Office of Care Coordination; hold trainings that support organizations in being knowledgeable on evidence-based practices as well as trainings required by the U.S. Department of Housing and Urban Development (HUD); and allow service providers the opportunity to share information and services their organizations offer for people experiencing homelessness and network. Re-Housing Individuals Experiencing Homelessness from COVID-Specific Non-Congregate Shelter Webinar – September 9, 2021 – 2:30 PM EDT

HUD’s Office of Special Needs Assistance Programs (SNAPS), the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Division, and the United States Interagency Council on Homelessness (USICH) will be hosting a webinar on Thursday, September 9, 2021 from 2:30–4:00 PM EDT.

This webinar will discuss strategies for re-housing individuals and families experiencing homelessness sheltering in non-congregate shelter (NCS) as a result of the COVID-19 pandemic into safe, stable permanent housing. Participants will hear from the State of Connecticut and Indianapolis, IN about their respective efforts for re-housing individuals and families experiencing homelessness sheltering in NCS into permanent housing. There will also be an opportunity for participants to ask questions.

Training Objectives

Participants will learn:
• What COVID-specific NCS is and how to request FEMA reimbursement for NCS costs
• Why it is so important to have a strategy to re-house individuals and families experiencing homelessness sheltering in NCS in safe, stable permanent housing
• Strategies and resources that can be used to re-house individuals sheltering in NCS, including financial and community partners to help implement these strategies
