HMIS Program Manager

Position: HMIS is a web-based data system which collects homeless services and related data from shelters, supportive service providers, and public agencies working to serve homeless and at-risk clients in Orange County. Its purpose is to ascertain an unduplicated count of the homeless, track their progress through the system of care into self-sufficiency, coordinate service delivery, and provide accurate aggregate data regarding sub-populations. Under the direction of the Director, CoC Data and Operations, the selected candidate will be responsible for the management of the Homeless Management Information System (HMIS) department including database management, statistical reporting, technology troubleshooting, and management of the staff and volunteers in the department.

The Office of Care Coordination and the Orange County Continuum of Care is inviting you to a virtual training on Domestic Violence for Coordinated Entry System (CES) partners. This one-hour session will cover how to respond to domestic violence disclosures, identifying risk factors and supporting safety planning and building trauma-informed care into CES delivery.

This training will focus on how service providers can incorporate trauma-informed care into service delivery to ensure safe and welcoming spaces for LGBTQ+ persons. Participants will receive practical tools that promote equity in service provision.

In the wake of the Supreme Court’s decision that invalidated the Centers for Disease Control and Prevention’s (CDC’s) eviction moratorium, HUD is using every tool at its disposal to help safeguard the millions of Americans now in danger of losing their homes. View the HUD Evictions Guidance to learn more about the actions HUD is taking to help prevent evictions.

HUD programs and resources should be sought out by all Americans who are seeking assistance in avoiding eviction, relocating to new homes in the event an eviction moves forward, and fighting unfair evictions. HUD also has a responsibility to assist landlords, owners, Public Housing Authorities (PHAs), and all its stakeholders in weathering this public health crisis.

HUD and its partners are taking action to help prevent evictions, including:

• Fighting unfair evictions
• Providing legal assistance
• Keeping people housed
• Connecting people with rent relief
• Providing tools to help PHAs, HUD-assisted landlords and tenants, and people experiencing homelessness

Eviction prevention resources, tools, and training for HUD’s grantees will continue to be posted to HUD Exchange as they are available. A selection of resources include:

HUD’s Office of Special Needs Assistance Programs (SNAPS), the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Division, and the United States Interagency Council on Homelessness (USICH) will be hosting a webinar on Thursday, September 9, 2021 from 2:30–4:00 PM EDT.

This webinar will discuss strategies for re-housing individuals and families experiencing homelessness sheltering in non-congregate shelter (NCS) as a result of the COVID-19 pandemic into safe, stable permanent housing. Participants will hear from the State of Connecticut and Indianapolis, IN about their respective efforts for re-housing individuals and families experiencing homelessness sheltering in NCS into permanent housing. There will also be an opportunity for participants to ask questions.

Training Objectives

Participants will learn:
• What COVID-specific NCS is and how to request FEMA reimbursement for NCS costs
• Why it is so important to have a strategy to re-house individuals and families experiencing homelessness sheltering in NCS in safe, stable permanent housing
• Strategies and resources that can be used to re-house individuals sheltering in NCS, including financial and community partners to help implement these strategies
