The Project Performance Overview document has been updated with the revisions below. These revisions were discussed during the March 2023 Data & Performance Management Meeting. Review the meeting materials for details.

  • Goal 6 – Help Adults Maintain or Increase their Income while Enrolled in the Project
    • Updated threshold for Homelessness Prevention projects is >=55%
  • Goal 7 – Help Adults Maintain or Increase their Income as of Project Exit
    • Updated threshold for Homelessness Prevention projects is >=50%
  • Goal 10 – Ensure Clients do not Enter Homeless System after being Housed
    • Updated threshold for Homelessness Prevention projects is <=10%
    • This measure will not count clients returning to a Homelessness Prevention project as a return to homelessness.

2023 HIC and Sheltered PIT

The 2023 HIC and Sheltered PIT is here! This process includes agencies with Emergency Shelter, Transitional Housing, Rapid Re-Housing, Permanent Supportive Housing, or Other Permanent Housing projects, whether or not those projects participate in HMIS. For more information, please review the 2023 HIC & Sheltered PIT knowledge base article.

For more information regarding the HIC and Sheltered PIT process, the HIC and Sheltered PIT training will be held on January 19th from 10:00 – 11:00. We recommend that all agencies attend this training, as the HIC data collection methodology has changed.

Please note the following due dates for the HIC and Sheltered PIT process:

  • January 23rd: Night of the Count
  • January 26th: Agencies complete data entry in HMIS or comparable database
  • January 27th: 211OC sends all agencies HIC Forms, and sends HMIS participating agencies PIT data
  • February 10th: Agencies submit final HIC Forms and PIT data to 211OC

    • Updated threshold for Transitional Housing projects is >=40%

HMIS Policies and Procedures Update

The HMIS Policies and Procedures has been updated to include the appeals process for agencies that are denied access to HMIS by the Agency Access Working Group. The new policy is included below for reference.

Agencies that are denied access to HMIS by the Agency Access Working Group may request an appeal. The purpose of the appeal is to ensure the integrity of the review process for the agency’s application. Appeals must be submitted to the HMIS Help Desk.

Upon receipt of the request, the HMIS Lead will complete the Agency Access Process Review, and determine whether the review process was followed appropriately. If all steps of the review process were followed, the decision by the Agency Access Working Group stands. If all steps in the review process were not followed, a sub-set of the Policies, Procedures, and Standards Committee will provide a secondary review and make a final determination regarding the agency’s application. This decision cannot be appealed, but agencies denied access to HMIS may re-apply in the future if they can effectively address the reasons their initial application was denied.
